[Help] Cant respawn on my mg server

So i recently made a css server its an mg server,and whenever i try to go spectator and join a team i never respawn on other server i can go spec and join any team and i respawn but just on mine it doesent work and it doesent mark in the chat that i went spec either so if anyone could help me would be much appreciated
