[Windows] Set background help and rainmeter

I don't know if this is the best section to post this, or if it should have been posted in General. If you guys need to relocate it then fine by me. I suck at explaining things and may sound like an idiot, so please bare with me and I hope you can fix my problem.

Been messing around with rainmeter and been trying to get a good background photo. But everything I try turns an HD or high quality image, into a piece of crap blotchy background (I am not using the following rainmeter theme, just looked some up to see if they could solve my problem).

Ex. of HD/ high quality:

Ex. of piece of crap:

When I set a photo as "desktop background" they all go from sexy HD to a piece of zoomed in crap. I used paint to change the jpeg to a png and bmp but those only made it a liiitttllee bit better, and it still was zoomed in and crappy. I may start sounding like an idiot, but does the photos dimensions effect why it's all zoomed in and crappy?

Image:
Dimension 720x405
Width 720 pixels
Height 405 pixels
Bit Depth 32
Size 374 kb

My desktop is 1920x1200. If you can give me ANY information on making said image as hi-def as possible for a desktop background, it would be greatly appreciated. Possibly make it step-by-step because I am not very intelligent when it comes to certain things.

Thanks so much :)
